Reconstruction with Changes: G2G agreement with UK includes anti-corruption clause

The Government-to-Government (G2G) agreement signed with the United Kingdom of Great Britain and Northern Ireland —to provide technical assistance to the Authority for Reconstruction with Changes (ARCC) for preventive and reconstruction works in Peru— includes an anti-corruption clause in case of detecting signs of practices that may cause detriment to the interests of the Peruvian State.

The information was provided by ARCC Executive Director Amalia Moreno as she addressed the Congress' Reconstruction Process Follow-up Commission, with the aim of solving concerns that legislators may have.

"The anti-corruption clause is very important for both governments; both British officials and the companies —presented as strategic partners of the United Kingdom— are subject to the respective sanctions in consideration of national regulations and UK anti-corruption rules," she told the commission chaired by Congressman Franco Salinas.

Additionally, Moreno explained that the government-to-government agreement —signed last Monday— is subject to the concurrent control of the Comptroller General's Office of the Republic in real time, which means the supervisory body will have online access —with no restrictions— to all the information available.

"The Comptroller General's Office has already started the concurrent control of the agreement. That is why we have submitted all the required documents. Besides, we have assigned a budget to said organization to carry out actions without restrictions, hire staff, and acquire the logistics material they need," she pointed out.

Moreno explained —in detail— the criteria used to select the winner, after a negotiation process that kicked off in December and saw the participation of 10 countries that top the transparency and integrity ranking such as the Netherlands, New Zealand, the United Kingdom, Germany, Sweden, Australia, Austria, Canada, Japan, and the United States of America.

The ARCC head remarked that

some S/7 billion (over US$2.020 billion) will be invested in prevention and reconstruction works in 9 regions across the country over a period of two years.

The agreement comprises the treatment of 17 rivers, 5 streams, and pluvial drainage in 7 coastal cities, as well as the reconstruction of 15 health facilities and 74 emblematic schools.

The projects under this agreement are located in 9 regions: Tumbes, Piura, Lambayeque, Cajamarca, La Libertad, Ancash, Lima, Ica and Huancavelica, and will create around 30,000 direct jobs.
