Peru: NCO Luis Magallanes shot young man who died during protest, police confirm

Peruvian National Police (PNP) General Commander Oscar Arriola on Thursday announced that the shooter who killed a citizen during yesterday's demonstrations has been identified as Third Non-Commissioned Officer (NCO) Luis Magallanes.

Likewise, the senior officer expressed his condolences to the family and friends of the 32-year-old man who died yesterday from a gunshot wound.

"So, the person who fired the shot is Third Non-Commissioned Officer Luis Magallanes, belonging to the Criminal Investigation Directorate, not to the Terna Unit," Arriola told reporters.

The PNP chief indicated that the shooter was assaulted, has been diagnosed with multiple injuries, and is therefore hospitalized. However, he has already been notified of his detention.

"The other person we saw in the footage is another police member who approaches and, in the confusion, fires shots. Upon seeing that someone is injured, he goes toward Magallanes. Both are currently in custody," Arriola said.

Furthermore, the high-ranking officer reported that it was decided to remove from their positions the generals who had direct influence over giving orders last Wednesday, during the events of the demonstration.

He also explained that the identification of the non-commissioned officer was achieved through the review of closed-circuit surveillance footage provided by the Municipality of Lima.
