Government pre-publishes draft National Multisectoral Foreign Trade Policy to 2040

Exports from Peru's micro, small, and medium-sized enterprises (MSMEs) will exceed US$6 billion by 2040, according to the Ministry of Foreign Trade and Tourism (Mincetur).

This was announced upon pre-publishing the draft National Multisectoral Foreign Trade Policy to 2040 (PNMCE), a public management tool that will improve Peruvian companies' access to international markets and more efficiently leverage trade agreements to generate greater added value in Peruvian exports.

The pre-publication of the draft, which is available on the Ministry of Foreign Trade and Tourism (Mincetur) website, was ordered.

Through Ministerial Resolution No. 306-2025-MINCETUR, the draft of the aforementioned national policy is available on the Ministry of Foreign Trade and Tourism's website, open to receiving comments, contributions, and suggestions from public and private entities, and the general public.

The document is the product of multisectoral work, implemented through the Permanent Joint Multisectoral Commission of the National Strategic Export Plan (PENX) and following the methodology of the National Center for Strategic Planning (Ceplan).

"The foreign trade sector is characterized by its long-term vision, thus the Peruvian exports are growing continuously year after year” emphasized the Minister of Foreign Trade and Tourism, Teresa Mera Gómez.

“With this new National Policy, we are setting a new horizon that will be the roadmap to generate greater benefits, through exports, for the population of all regions, therefore contributing to the country's economic development,” she added.

The new policy establishes a comprehensive roadmap with five priority objectives, 22 guidelines, and 40 strategic services that will guide the State's interventions in foreign trade with a comprehensive and multisectoral approach, with the goal of promoting greater diversification and strengthening the exportable supply of goods and services by leveraging the network of trade agreements.

“By 2040, we expect to exceed 44 billion dollars in non-mining and energy exports, and 3 billion dollars in non-traditional services exports,” she emphasized.

“We also expect to increase the value of exports made by MSMEs from 3.27 billion dollars in 2024 to more than 6 billion dollars in 2040,” she added.

The minister also indicated that through the implementation of the PNMCE, Peru aims to consolidate its position as a relevant player in global trade by 2040, with a more innovative, inclusive, sustainable, and decentralized export offering.

Once this period is over, Mincetur will evaluate the proposals and proceed with the final approval of the policy.
