Announcements made by Peru Government on day 92 of emergency response

President Martin Vizcarra has announced a series of programs to revive the Peruvian economy, with the most important being Arranca Peru (Get off the ground, Peru), which is set to create more than one million jobs during the second half of this year.

Additionally, the Head of State announced the beginning of reconstruction works in Peru's northern regions affected by the Coastal El Niño Phenomenon in 2017.

Arranca Peru Program

The Government announced an ambitious public investment program named Arranca Peru (Get off the Ground, Peru), which will generate 1,009,700 jobs during the second half of 2020 through an investment of S/6.436 billion (about US$1.858 billion).

According to the statesman, the investment will be made through four sectors: Transport and Communications; Housing and Construction; Agriculture; and Labor and Employment Promotion. In all cases, a new budget will be added to the disbursement received this year, in order to fulfill Arranca Peru's goals.
 
With regard to the Transport and Communications Ministry, an additional S/3.897 billion (around 1.125 billion) investment is expected for the maintenance of the neighborhood road network, which will generate more than 500,000 jobs.

In the case of the Housing and Construction Ministry, the objective for this year was to build 60,000 houses. The plan now is to authorize an additional budget of S/535 million (around US$154.4 million) to build 20,000 houses, thus creating 80,000 jobs. Moreover, the sector has reached agreements with local governments to improve roads and sidewalks in cities with an investment of S/937 million (about US$270.4 million), thus creating 57,000 jobs.

Regarding the Ministry of Agriculture, S/373 million (around US$107.6 million) will be invested for the improvement of water harvesting systems and the maintenance of drainages through execution centers. This will generate 76,555 employment opportunities.

As for the Ministry of Labor and Employment Promotion, the Trabaja Peru (Work, Peru) Program will be strengthened with a budget of S/700 million (about US$202 million) to generate more than 226,000 jobs.

All this translates to more than one million new jobs in ministries, municipal governments, among others.

The program will be approved at the Council of Ministers session on Wednesday by means of an Urgency Decree.

Reconstruction with Changes


The Head of State explained that the execution of the Plan for Comprehensive Reconstruction with Changes will require an investment of at least S/7 billion (over US$2.020 billion) over the next two years.

The statesman mentioned that among the projects —to be developed— are 15 health establishments, 74 educational institutions, 7 storm drainages, as well as a comprehensive treatment of 17 rivers and 5 streams.

Conglomerates and malls

According to the statesman, the Government —on Wednesday— will approve a regulation, which will allow shopping centers to open their stores and serve customers, under precautionary measures that guarantee the health of sellers and customers.

COVID-19 cases

The number of citizens infected with coronavirus (COVID-19) rose to 232,992 in Peru and the death toll reached 6,860 as of Monday at 00:00 (local time). However, 119,409 people have been discharged.

Bank debts 

As for the bill debated in Congress to suspend payment of bank debts for 4 months, Peruvian Prime Minister Vicente Zeballos called on legislators to approve —with reflective attitude— regulations that do not lead to uncertainty and for a better response capacity as State.
