"This is a moment, a pause that we have taken at the Council of Ministers (session) in order to make an announcement. The President of the Republic is not going to travel to the inauguration of Lula da Silva in Brazil, because we are attentive to the debate which has been taking place at Congress on the legislative resolution bill that we have presented," Tello indicated.
In remarks made from the Government Palace's Courtyard of Honor, the Cabinet member reminded citizenry that this proposal modifies Congress' Regulations in order to entrust administrative duties to the Parliament's head.
"We are respectful of the separation of powers, and we are clear that dialogue is the path of this government. We are quite conciliators in the sense that what Congress decides will be what we will follow as a guideline for the future," he indicated.
Lula Da Silva will assume the Presidency of Brazil on Sunday, January 1. That will be his third term as president after two full terms between 2003 and 2010.

Minister Tello explained that the proposal submitted by the Executive Branch to Parliament will be improved through debate which takes place in this instance, where different opinions will be heard to
"make it more substantial."
