Peru: Learn about proposal to entrust Presidential Office to Congress chair

The Executive Branch has presented a bill to entrust the Presidential Office to the Congress chair when the President of the Republic Dina Boluarte travels abroad.

The proposal, which has already been submitted to the Constitution and Regulations Commission, suggests that a new paragraph k) might be added to Article 32 of the Congress Regulations.

Thus, the following may be added to the duties of the Congress chair:

"To be in charge of the Office of the President of the Republic, when he or she leaves the national territory, in case both Vice-Presidents are prevented from doing so and/or are absent," it reads.

The bill, proposed by the Executive Branch, provides that said entrustment implies the exercise of representative and/or administrative functions that allow the normal functioning of the Presidency of the Republic.

The explanatory statement also clarifies that the regulatory proposal establishes that the Congress chair cannot perform government actions, but only actions of an administrative or representative nature that ensure the normal operation of the Presidency of the Republic.

Peru has already experienced a similar situation in which the President of the Republic governed without two vice-presidents. 

Following the dissolution of Congress, between 2019 and 2020, then President Martin Vizcarra led the Executive Branch without being able to travel abroad since then Vice-President Mercedes Araoz resigned from office.
