The top official said he had already congratulated her on her election victory.
Likewise, the Head of State recalled that the transition process has formally begun.
He noted that the Government is providing all the necessary support so that the incoming administration is aware of the austere state of his administration in recent months.
Moreover, the top official stressed that they are leaving the Government's finances in the black.
"We are going to invite her (Keiko Fujimori) to see whether she agrees to meet next week at the (Government) Palace, as we would like to hold a meeting there," Balcazar told Exitosa radio.
The Head of State also said he will seek to speak with former Together for Peru Party presidential candidate Roberto Sanchez "so that he agrees to an orderly transition."
The top official mentioned that he had congratulated the Popular Force Party leader at the time and had spoken with her personally by phone while he was in Cusco, stressing that the protocols had been strictly followed.
"We have duly congratulated the president-elect," he pointed out.
The Head of State added that having received Sanchez at the Government Palace "has nothing to do" with recognizing the winner of the election.
He said the meeting was related to the supplementary credit bill promoted by the Government and its concern over the "social debt" owed to retired teachers and Administrative Service Contract (CAS) workers.
President Balcazar mentioned that Fujimori must build bridges with the opposition in order to govern the country.
In that context, he indicated that natural gas projects for the southern regions must be unblocked as a way to "somewhat redress the neglect" suffered by that part of Peru.
On another matter, when asked whether he would pardon former President Pedro Castillo in the coming weeks, he said that although granting a pardon is a constitutional power of the Head of State, it must have constitutional grounds.
