Peru's 2026 Elections: What is the procedure for proclaiming the results?

National Elections Board (JNE) Chairman Roberto Burneo reaffirmed that the proclamation of results of the 2026 presidential runoff election, contested by candidates Keiko Fujimori and Roberto Sanchez, will take place around July 7 and could even be extended by a few more days, but not beyond mid-July.

Speaking to Radio Nacional, Burneo explained that the estimated timeframe is based on the "maximum deadlines" at all levels that will handle any challenges to electoral records, as well as on the fact that a "guarantee-based" procedure will be applied to the process.

"Let us remember that the electoral records arrive (at the Special Electoral Boards), and at that stage it must be determined whether a vote recount is necessary," Burneo stated.

"A recount hearing is then held, and after three days a decision is issued that may be appealed by any of the political organizations. If that occurs, the case is referred to the JNE's plenary," the magistrate explained regarding the procedure.

"The plenary must schedule a hearing to listen to the parties' legal arguments, and a final decision is issued after three days," he added while explaining why the presidential runoff election results would not be known until several weeks after Election Day.

The JNE head acknowledged that it is a "complex process."

Likewise, Burneo noted that there are a total of 63 Special Electoral Boards where this procedure could be carried out.

He also noted that electoral records from abroad must be awaited, as they "do not arrive overnight" but instead are received in the country sequentially. 

"All of this leads us to estimate a procedural workload four to five times greater than in 2021. Nevertheless, we will announce the result sooner because we have optimized processes, use digital tools, and there is a very strong human commitment," Burneo noted.

"We estimate that we will carry out the proclamation before mid-July," he added.
