said on Monday that Petroperu is and will remain a State-owned company, adding that the urgency decree approved for the firm promotes a new model that does not involve public debt, but rather private financing aimed at guaranteeing operations and energy supply.
These remarks were made during a press conference held at the Presidency of the Council of Ministers (PCM), attended by other Cabinet members.
"We have approved Urgency Decree No. 003-2026. We are preventing an energy crisis by guaranteeing the continuity of hydrocarbon production and the supply chain nationwide, while promoting Petroperu's asset reorganization process," Arroyo stated.
"We have approved a new model to guarantee Petroperu's operational continuity and ensure fuel supply nationwide," he pointed out.
"Petroperu is and will remain a State-owned company. However, it must change its management, it must be sustainable, it must be efficient, and it must respond to the country. The transitional government has made a commitment not to repeat the mistakes of the past, and today we are fulfilling that commitment," he added.
In that regard, the Cabinet chief reminded citizens that Petroperu plays a strategic role in fuel supply, as it reaches areas of the country where private companies do not operate, "guaranteeing fuel supply throughout the national territory."
"Today, we announce that this is not a bailout like those carried out in previous years. For the first time, the financing will not come from the public treasury. Not a single sol from all Peruvians’ taxes will be used. Instead, the funds will be financed by international private banks," he said.
Moreover, the government's spokesman specified that the investment will be channeled through a modern financial scheme via a trust that will be managed by the State-run Private Investment Promotion Agency (ProInversion).
"Therefore, it is a strategic backing measure aimed at generating confidence in the private market without using (Public) Treasury resources. This model has a fundamental principle: protecting the money of all Peruvians," Arroyo underscored.
"I want to emphasize that the resources may only be used to guarantee crude oil purchases and fuel supply. We are establishing firm rules," he concluded.
