Peru: State of emergency declared in Retamas after landslide

The Government of Peru has declared a state of emergency —for 60 calendar days— in the town of Retamas, located in the district of Parcoy in Pataz province of northern La Libertad region.

The state of emergency will allow the execution of exceptional measures and actions to alleviate the impact of damages caused by the landslide that occurred last Tuesday following heavy rains in the area.

Supreme Decree 022-2022-PCM, published in the Official Gazette El Peruano, states that the measures and actions of response and rehabilitation in the affected areas will be in charge of the Regional Government of La Libertad, and the municipalities within this area, with the technical coordination and monitoring of the National Civil Defense Institute (Indeci).

Additional response actions will be carried out by the following ministries: Health; Housing, Construction, and Sanitation; Transportation and Communications; Interior; Defense; Energy and Mines; Women and Vulnerable Populations; Development and Social Inclusion; as well as other public and private institutions.

According to the rule, when implementing the actions, there must be a direct causal link between the interventions and the event.

Such actions may be modified according to the needs and security issues that may arise during their implementation, based on the technical studies of competent entities.

The implementation of the actions provided for in the supreme decree will be funded from the budget of the involved institutions, in accordance with current regulations.

This supreme decree was signed by Prime Minister Anibal Torres and the heads of the following sectors: Health; Housing, Construction, and Sanitation; Transportation and Communications; Interior; Defense; Energy and Mines; Women and Vulnerable Populations; as well as Development and Social Inclusion.

Heavy rains caused a landslide in the town of Retamas, leaving many missing and injured, as well as homes buried.
