The
National Penitentiary Institute (INPE) has opened an administrative disciplinary process against
ex-President Pedro Castillo, who is currently held at Barbadillo prison located in Lima's Ate district.
In a statement, the penitentiary institute reported that said disciplinary process —the second one against the ex-President— is brought against him for the alleged interview he gave to El Salto —a Spanish newspaper.
In this regard, the INPE indicated that there is a procedure to authorize media outlets to conduct journalistic interviews with inmates, which has not been initiated by said newspaper.
Likewise, regarding the first disciplinary process against Pedro Castillo, the INPE said that the Penal Enforcement Code and its regulations expressly state that, although communications constitute a right of all persons deprived of their liberty, those of political and proselytizing nature are excluded.
"In this sense, on January 26, 2023, the INPE initiated an administrative disciplinary procedure against the inmate (Pedro Castillo) for the commission of an alleged disciplinary offense regarding the letter signed and published on Twitter, which is under investigation so that the Penitentiary Technical Council can determine any responsibility in accordance with the law," the statement read.
The penitentiary institute stated that Castillo is under the ordinary closed-prison regime and has the right to receive visits and communicate with family and friends orally or in writing, in accordance with the time schedule and security measures adopted at the prison.
"It should be noted that visits can only be restricted by a court's order of solitary confinement. Currently (Pedro Castillo) can receive a maximum of five people per day," the institution reported.
Finally, the INPE reaffirmed its commitment to faithfully comply with the principle of authority, order, and discipline within the penitentiary establishments in the country.
