Peru: Government unveils National Artificial Intelligence Strategy (ENIA)

The Government has officially unveiled the National Artificial Intelligence Strategy (ENIA) 2026–2030, an ambitious roadmap that marks a milestone in the development and use of artificial intelligence in service of the country, aimed at improving the quality of life of all citizens through technology.

During the ceremony, led by President Jose Maria Balcazar and Cabinet Chief Luis Arroyo, authorities highlighted the approval of this instrument, which will guide the development, use, and governance of AI in Peru.

The strategy promotes ethical, secure, inclusive, and coordinated implementation among the Peruvian State, academia, private sector, and civil society, placing people and national development at its core.

In his remarks, Prime Minister Luis Arroyo Sanchez said the ENIA will serve as a key tool to modernize healthcare, strengthen education, and make the State more efficient, accessible, and responsive.

"We want technology to reach every corner of the country. That deep Peru which for years has awaited opportunities—this Government is reaching it and will continue to do so until the final day of our administration," he stated, emphasizing the Government's commitment to technological development grounded in values that respect dignity and fundamental rights.

In that context, the government's spokesman noted that the ENIA places people at the center, promoting AI at the service of the country.

"From the Presidency of the Council of Ministers, we have a clear task: to drive reforms, unlock processes, turn needs into real solutions, and prepare Peru for the future. Development is only meaningful when it places citizens at its core and reaches all Peruvians," he added.

The Cabinet chief stressed that this strategic tool will enable the use of technology to improve people's lives.

"That is what governing is about: turning opportunities into real solutions. The ENIA has a clear purpose—to put artificial intelligence at the service of the people, improving healthcare, strengthening education, making the State more efficient, and creating more opportunities for our youth," he underlined.

Strategic vision and national focus

For his part, Government and Digital Transformation Secretary Ricardo Zapata said the ENIA is an instrument that will allow Peru to harness AI with a strategic vision and a strong sense of national purpose.

In that regard, he explained that the strategy marks a decisive moment in transforming the relationship between the State and an increasingly interconnected, data-driven society, ensuring that digitalization is not an end in itself but a tool with a public service vocation to meet current citizen needs.

Approved through Ministerial Resolution No. 152-2026-PCM, the ENIA is a nationwide strategic instrument that guides and coordinates State actions for AI development and management.

Its implementation will be structured around four core pillars:

- Development of AI talent and capabilities by strengthening digital skills among teachers, public servants, and students.

- Innovation and AI-based entrepreneurship, promoting research projects and solutions to address public and social challenges.

- An ethical and regulatory framework establishing guidelines and standards to ensure responsible use of AI, protect fundamental rights, and promote transparency and accountability.

- Citizen participation and collaboration, fostering dialogue and co-creation spaces among the State, civil society, private sector, and international organizations for inclusive AI governance.

With the presentation of the ENIA 2026–2030, the Government reaffirmed its commitment to leading responsible technological advancement, working alongside all sectors to build a more modern, competitive country prepared for future challenges.
