Peru: Government approves National Artificial Intelligence Strategy 2026–2030

The Executive Branch approved the National Artificial Intelligence Strategy (ENIA) 2026–2030 through a ministerial resolution issued by the Presidency of the Council of Ministers (PCM).

The measure aims to organize, promote, and oversee the use of this technology across public entities under criteria of security, ethics, and digital transformation.

Who does the regulation apply to?

Ministerial Resolution No. 152-2026-PCM was published in the Official Gazette El Peruano on Friday.

It establishes that the ENIA applies to all public administration entities.

Likewise, it allows citizens, businesses, academia, and civil society to use it as a reference for developing initiatives based on artificial intelligence.

Therefore, the Presidency of the Council of Ministers (PCM), through the Government and Digital Transformation Secretariat, will be responsible for overseeing the implementation of this strategy.

Implementation will be gradual and will align with regulations on data protection, digital security, and the responsible use of technologies.

Implementation

Public entities must align their institutional and sectoral plans with the ENIA’s objectives, taking into account their budgets and capacities.

Similarly, it mandates the preparation of an Artificial Intelligence Action Plan, with a minimum three-year horizon, which must include a diagnostic assessment, objectives, indicators, and prioritized projects.

Furthermore, the regulation introduces the role of Artificial Intelligence Officer (OIA), responsible for coordinating implementation, overseeing systems, as well as ensuring ethical and quality standards in the use of this technology.

Each public entity must designate its OIA before formulating its action plan.

The regulation also establishes the AI Peru Catalogue, a platform where the Peruvian State will share data, models, and AI tools under open standards.

Accordingly, the Presidency of the Council of Ministers (PCM) must approve, within a maximum period of 90 working days, the guidelines on the profile, functions, and coordination of the Artificial Intelligence Officer and its technical team.
