Peru: Congress presents impeachment motions against President Boluarte

Two motions to impeach President Dina Boluarte were submitted to Congress' Board on Thursday afternoon.

The first motion, No. 19769/2025, proposes declaring President Dina Boluarte Zegarra permanently morally incapacitated, in accordance with Article No. 113, Section 2 of the Political Constitution of Peru.

"Declare the Presidency of the Republic vacant and, consequently, apply the succession regime established in Article No. 115 of the Political Constitution of Peru," the document stated.

The motion bears the signatures of Congress members from Bloque Democratico Popular (Popular Democratic Bloc); Podemos Peru (We Can Peru); Juntos por el Peru – Voces del Pueblo – Bloque Magisterial (Together for Peru – Voice of the People – Magisterial Bloc); Renovacion Popular (Popular Renewal); Bancada Socialista (Socialist Bench); Honor y Democracia (Honor and Democracy); among others.

Among the most serious allegations against the President are the "Rolexgate" case; the "El Cofre" (The Vault) case; abandonment of office; incompetence in managing public insecurity; increased poverty; among others.

A second motion, No. 19770/2025, to be considered in Congress, also calls for the presidential vacancy due to the Head of State's permanent moral incapacity.

It carries the signatures of Congress members from the benches of Renovacion Popular; Podemos Peru; Juntos por el Peru – Voces del Pueblo – Bloque Magisterial; Peru Libre; Somos Peru (We Are Peru); Avanza Pais – Partido de Integracion Social (Go On Country - Social Integration Party); Bancada Socialista; Honor y Democracia; Bloque Democratico Popular; in addition to non-grouped legislators.

Next, motion No. 19771/2025 was presented. It was authored by legislators from the Juntos por el Peru–Voces del Pueblo–Bloque Magisterial, Podemos Peru, Renovacion Popular, Bancada Socialista, and Bloque Democratico Popular.

Likewise, the document requested the vacancy of President Dina Boluarte on the grounds of permanent moral incapacity.

It stated that, since taking office, "the situation of extortion, contract killings, and criminality in the country has reached alarming levels, creating a climate of widespread insecurity that undermines citizens' rights."

The fourth is motion No. 19772/2025, submitted by legislators belonging to Bancada Socialista, Juntos por el Peru-Voces del Pueblo-Bloque Magisterial, Renovacion Popular, Podemos Peru, Honor y Democracia, Bloque Democratico Popular, Somos Peru, and non-grouped legislators.

Furthermore, this motion requested the vacancy of the Head of State on the grounds of permanent moral incapacity, citing criticisms of the Government's strategy to combat delinquency and organized crime.

It also mentioned the alleged abandonment of her duties in 2023 to undergo a cosmetic procedure, the deaths during social protests, alleged cases of corruption by officials during her administration, among other issues.

During this afternoon's plenary session, these four motions were reported, and it was announced that a new session will be held today at 9:00 p.m. to determine whether they will be admitted.

Subsequently, vacancy motion No. 19781 was presented. It was authored by members of Podemos Peru, Alianza Para el Progreso, Juntos por el Peru–Voces del Pueblo–Bloque Magisterial, Peru Libre, Renovacion Popular, Bloque Socialista, Honor y Democracia, Bloque Democratico Popular, and non-grouped parliamentarians.

This motion requests the vacancy of President Boluarte based on the arguments outlined in the other four motions, such as political responsibility for human rights violations, the alleged use of the State apparatus for partisan political purposes, among others.

Congressional benches support vacancy request

Congress' parliamentary groups expressed this position today, announcing that they will support the request to remove President Dina Boluarte from office, citing that measures against public insecurity have not been effective in curbing this scourge affecting the country.

Alianza Para El Progreso (Alliance for Progress) stated that, faithful to its commitment to democracy and the country's development, and given the current circumstances, it has decided to support the presidential vacancy motion submitted at Congress.

"It is a decision made with responsibility and respect for Peru. There is an urgent need to restore the security, confidence, and hope of Peruvians," a statement said.

In turn, Fuerza Popular stated that effective measures against crime have not been taken, although the Executive Branch had received legislative powers.

"Fuerza Popular will vote in favor of the presidential vacancy, convinced that it is a necessary measure to begin a new phase of governability, order, and hope for all Peruvians," the statement reads.

Likewise, the party reaffirmed that Fuerza Popular will not seek to preside over either Congress or the transitional government as it reaffirmed its commitment to dialogue and responsibility to overcome the crisis.

"We will grant the next government the necessary powers in security matters to confront crime and restore peace to Peruvian families," Fuerza Popular said.

For its part, Avanza Pais (Go On Country) stated that it is necessary to support the vacancy request due to the rise in extortion cases.

"The Avanza Pais bench supports the presidential vacancy request, convinced that it is a necessary step to restore governability and return the country to the path it has lost," a statement published on social media indicated.

The parliamentary group lamented that more Peruvians fall victim to extortion, contract killings, and insecurity every day.

"Peru cannot continue abandoned to its fate," the document emphasized.

During a press conference, Accion Popular Party Spokesperson Edwin Martinez stated that Peru needs to move toward the development it so urgently requires, as well as to restore peace and calm.

"We have made a firm decision for the sake of the country, and it is appropriate to proceed with the president's vacancy, seeking a consensus government, with a technical approach and a strong commitment to fight crime and restore peace of mind," he said.

Earlier, the Podemos Peru bench announced that it is promoting a presidential vacancy motion, as the country cannot stand so much violence and the death of its citizens.

Moreover, it warned that the government does not confront hitmen and extortionists with the necessary firmness, despite these criminal organizations hindering development and spreading terror throughout the country.

"Podemos Peru provided it (the Executive Branch) with all the necessary tools, laws, and proposals to confront crime; however, this government does not want to be helped. Transport operators, passengers, shopkeepers, and street vendors suffer the threat of contract killings due to this government's ineptitude," said Jose Luna Galvez, a member of that bench.

Somos Peru, through its spokesperson Ana Zegarra, also announced that it will support the vacancy request.

"Therefore, the Somos Peru bench has decided to support the vacancy request against Dina Boluarte, taking into account that we had reserved our position until now, since the current chairman of Congress is part of our parliamentary group," it stated on social media.
