Peru President Vizcarra enacts bills approved in referendum

President Martin Vizcarra on Wednesday led the enactment ceremony of the bills approved in the December 9 referendum.

Within this framework, the Head of State enacted the constitutional reform law that establishes the functions of the National Justice Board (formerly known as National Council of the Magistracy). 

Said bill also indicates its structure, requirements for becoming a member, and incompatibilities. 

Likewise, the top official passed the proposal, which regulates the financing of political parties, thus guaranteeing the transparency and integrity of the contributions received by such groups. 

Furthermore, the statesman enacted the law banning the immediate reelection of legislators to the same position.

Finally, the Head of State signed the Supreme Decree declaring 2019 as the Year of the Fight Against Corruption and Impunity, a priority for the government. 

The ceremony took place at Lima-based Government Palace. On this occasion, the President was joined by Prime Minister Cesar Villanueva and Justice-Human Rights Minister Vicente Zeballos, among other dignitaries.

As is known, the Head of State called a referendum to submit four political-justice reforms for public consultation.

Said proposals addressed lawmakers' reelection, bicameral legislature, political parties' private financing, and a reform of the National Council of the Magistracy (CNM) —renamed National Justice Board.
They were proposed by the Executive Branch and subsequently approved by Congress for the referendum. However, Parliament made changes to the reform project envisaging the return of a bicameral legislature.


In July 2018, the release of audios containing phone conversations that involved judges, entrepreneurs, and CNM members led to a scandal in the justice system. 

Therefore, the Vizcarra administration intends to implement a positive change in Peru with these reforms.
