Peru: President Boluarte reiterates dialogue as path to end protests

The President of the Republic Dina Boluarte on Thursday reiterated that dialogue is the only path to put an end to protests in Peru, with the aim of decisively boosting true development and directly benefitting the population.

Mrs. Boluarte led a press conference at the Government Palace in Lima following a session of the Council of Ministers.

While addressing reporters, the Head of State underlined the need to work together with new authorities to execute the necessary budget and improve the living conditions of all citizens.

"I want to thank, in a special way, the Peruvian population, the brothers and sisters who are betting on peace and not violence, who are betting on continuing their normal lives," she expressed.

Similarly, the top official addressed the citizens who participate in peaceful demonstrations and call for attention to their demands postponed by many governments for many years.

"I extend my hand and my open heart to them so as to start talking about the needs they are raising. This Government has no other interest or perspective than to meet people's needs," she affirmed.

The President affirmed that peaceful protest marches within a legal context are good. Yet —Mrs. Boluarte indicated— other people's rights shall not be affected by blocking highways, roads, and paths —as these prevent free transit.

"The right to peaceful protest ends when other rights are violated," she underlined.

In this sense, the Head of State thanked law enforcement agents who, within the constitutional framework, have been deployed to safeguard lives and security in areas where minor groups have risen up that want to generate chaos and disorder.

Budget execution to be boosted 

The Head of State reiterated that her administration has a firm commitment to working from each sector in a transparent manner and supporting a frontal fight against corruption.

The top official said State ministers are in charge of executing between 50% and 60% of their budget until June so that the 100% execution rate is reached by December 2023.

That will depend on the political will and management capacity of each minister and corresponding teams, Mrs. Boluarte indicated.

"Now we are entering a new stage, so to speak, because new governors and mayors have just been sworn in, with whom we have to and must work, on that articulated effort to solve the needs of each territory, region, province, and district," she expressed.
