Peru: Executive Branch maintains stance on bicameral reform project

President Martin Vizcarra on Wednesday affirmed the Executive Branch will maintain its stance on the bicameral parliamentary system after the Constitutional Court made a decision concerning the confidence motion.

In this sense, the Constitutional Court unanimously ruled the changes made to Congress Regulations are unconstitutional, which means the modifications alter the power balance between the Executive and Legislative Branches. 

However, this judgment is not linked to the four reforms that will be submitted to referendum on December 9

The proposed reforms address lawmakers' re-election, a bicameral legislature, political parties' private financing, and a reform of the National Council of the Magistracy (CNM) —recently renamed National Justice Board.

"Our stance on the four reforms has not changed at all," the top official expressed. 

As is known, the statesman had objected to changes made by Congress to the Executive-submitted reform project envisaging the return to a bicameral legislature, adding they denaturalized the initiative.

According to the Head of State, citizens will vote on December 9 and will consciously decide whether they agree or disagree with the four proposed reforms. 

"They should ask their conscience, their judgment. Everyone must express their opinion and act accordingly to what they truly think," President Vizcarra said.
