highlighted that 92% of the agreements reached within the framework of the Regional State Council (CER) have been fulfilled.
"We have reached this 10th council meeting with more than 2,000 agreements, 92% of which have been fulfilled, translating into the execution of 840 investment projects worth over S/176 billion (above US$51.628 billion) aimed at strengthening infrastructure, expanding basic services, and promoting productive development," he underscored in his opening speech at the event.
The Cabinet chief added that, of the total number of projects, 392 already have funding allocated for 2026 amounting to more than S/7 billion (above US$2.053 billion).
In that regard, the high-ranking official noted that resources must be used efficiently, prioritizing projects that improve citizens' quality of life.
Likewise, he said Peru is at a stage of reaffirming its democratic institutions and that this crucial moment calls for responsibility and maturity.
“Beyond political differences, citizens expect their authorities to continue working until the last day of their term and deliver concrete results,” Arroyo stated.
"In that regard, it is our duty to speed up public investment execution and complete the projects under way so they can serve our citizens, our Peruvian brothers and sisters," he pointed out.
Actions in response to El Niño
The Prime Minister noted that one of the major challenges at this time is strengthening prevention efforts against El Niño phenomenon.
The government's spokesman added that holding the 10th CER at COEN headquarters reflects the importance the Executive Branch attaches to this task.
The Cabinet chief emphasized that protecting citizens requires anticipation and a coordinated response from authorities.
Therefore, Arroyo highlighted that the declaration of emergency for 796 districts nationwide in response to intense El Niño-related rainfall was made official today for a period of 60 calendar days, “surely extendable until this is resolved.”
He added that the measure, made official through Supreme Decree No. 097-2026-PCM, will allow for the implementation of immediate emergency and rehabilitation actions in the affected areas.
Willingness to listen
Finally, the Prime Minister noted that the current session of the Regional State Council has a broad agenda.
Arroyo added that he is willing to listen to all the authorities present, firmly convinced that dialogue and joint work between the Executive Branch and regional governments are the best tools for promoting the country's development.
"Let us continue strengthening this coordination forum (the CERs) with the aim of providing concrete responses to citizens. That will undoubtedly be the best legacy we can leave: a country that preserves its democratic stability, consolidates its decentralization process, and moves forward with a clear course thanks to the joint efforts of its authorities," he concluded.
