Health Minister Oscar Ugarte on Friday formally handed over the official report from the sectorial commission to Prime Minister Violeta Bermudez. It contains the results of an investigation into the administration of COVID-19 vaccines outside a clinical trial.

As is known, said document was officially presented last Thursday.

It will also be submitted to the health sector's State Attorney for an evaluation to determine actions or demands based on the severity and the offenses.

Likewise, it recommends referring said report to the Attorney General to evaluate whether it corresponds to file —against former Health Minister Pilar Mazzetti— a constitutional complaint for violation of the Constitution and/or for the commission of a crime during the exercise of duties.

The event was held at the headquarters of the Presidency of the Council of Ministers in Lima.

Report

When summarizing the commission's results, out of the 3,200 vaccines delivered outside the regular research process, 1,200 were sent to the Chinese Embassy —the Ministry of Health (Minsa) has already requested information on the matter— and 2,000 were assumed by Cayetano Heredia University (UPCH).

Of the 2,000, 803 remain with Cayetano Heredia University, 58 with San Marcos University (UNMSM) —which were not used and remain in storage— and 235 have been used to vaccinate a fraction of the 4,000 volunteers who received placebo during the clinical trial process.

In addition, 706 vaccines have been administered to the "trial team," which comprises 369 people; while 198 vaccines were earmarked for the "trial-related staff," that is, for 101 people.

"Those who were vaccinated outside the clinical trial amount to 470," the Commission's chief Dr. Fernando Carbone pointed out during a press conference on Thursday.
