Peru's PM: Citizen security is Government's top priority

Prime Minister Luis Arroyo Sanchez stated on Thursday that restoring security is the Government's top priority, being aware that citizen insecurity is currently the main concern for all Peruvian families.

"We deeply understand the fear and despair present in the streets. Therefore, this is the central axis of our agenda," Arroyo said during his presentation of the Government's general policy, which is based on three main axes: citizen security, economic continuity, and democratic transition.

Addressing the multidimensional nature of the problem, he stressed the urgent need to continue coordination with institutions directly and complementarily involved in prevention, control, and the fight against crime in order to deliver visible results that validate the National Citizen Security and Fight against Crime Plan 2026–2028.

The high-ranking official noted that the fight against organized crime networks, extortion, and contract killings is an ongoing effort.

He added that security forces are gradually regaining areas taken over by crime in districts under a state of emergency.

Regarding the fight against illegal mining and human trafficking, he reported that so far this year, the Peruvian National Police has intervened in 1,920 mining camps, dismantled 56 illegal mining criminal gangs, seized nearly 5,000 units of dynamite, and carried out interdiction operations in 24 tunnels.

The Executive Branch representative pointed out that human trafficking represents one of the most serious violations of human dignity and fundamental rights.

Therefore, the Government has declared a full-scale offensive against the criminal networks that profit from this crime. In that context, 433 victims have been rescued to date.

Economic continuity

The Cabinet chief emphasized that the Government aims to ensure stability, order, and concrete results for the population, in a framework that requires economic responsibility.

In this regard, Arroyo stated that uninterrupted expansion of Peru's macroeconomy must be preserved, with a projected 3.2% growth rate in 2026, international reserves equivalent to 28% of GDP, and a fiscal deficit target of 1.8% for this year.

"Our commitment is clear: to reactivate the economy with jobs, prioritizing the continuity of ongoing investments and accelerating projects with real impact on the population," he stated.

The Prime Minister announced that the installation of 49 bridges will begin in areas with the highest vulnerability risk within the next 15 days, ensuring that humanitarian aid and State services reach those most in need. Similarly, he assured lawmakers that the national government is strengthening climate monitoring in response to El Niño.

He stated that the Government will promote a comprehensive restructuring of Petroperu in the coming months, within the framework of Urgency Decree No. 010-2025.

The measure is aimed at correcting accumulated imbalances, strengthening corporate governance, and ensuring the company operates under criteria of financial sustainability and transparency.

Democratic transition

The Prime Minister explained that this axis aims to ensure political stability and an orderly transition.

In this regard, he reaffirmed the Government's commitment to defending democracy and institutional order.

Furthermore, he highlighted the importance of political dialogue to ensure continuity in policies related to productive development and regional infrastructure.

"The general policy I present today calls for political dialogue that guarantees continuity in development and regional infrastructure policies through July 27, 2026," Arroyo stated.

"Our administration seeks to ensure that the democratic transition process has no disruptions, that all information from the Executive Branch is provided in a timely manner to the next government, and that we act with the State in mind, not just the current administration," he emphasized.

Arroyo concluded his address by requesting the Congress' support and a vote of confidence to implement the outlined policies.

"I ask that Congress allow us to demonstrate that democracy is synonymous with stability, to conduct an orderly transition, and to hand over a country set on the path to progress to the next government, offering families and young people hope to pursue their life projects," he stated.
