The
Ministry of Foreign Trade and Tourism (Mincetur) launched the preparation of the
"Study on the Carrying Capacity and Limits of Acceptable Change of the Machu Picchu Historic Sanctuary," in coordination with the Ministry of Culture (Mincul) and the National Service for Natural Areas Protected by the State (Sernanp).
This represents a decisive step toward reorganizing tourism activity at this world wonder.
This will provide a technical and scientific basis for making better decisions on destination management, particularly regarding visitor flows, heritage conservation, and the provision of tourism services.
The study will have an implementation period of 190 calendar days. Thus, its completion is scheduled for the first half of 2027.
Foreign Trade and Tourism Minister Rogers Valencia on Monday led a working meeting with the technical team from ARS Progetti SPA, the company responsible for preparing the study, which addresses a key aspect of Machu Picchu management.

The session was attended by Culture Minister Alberto Beingolea and Deputy Minister of Strategic Development of Natural Resources William Leon.
During the meeting, they highlighted the importance of coordinated efforts among Mincetur, the Ministry of Culture (Mincul), and the Ministry of Environment (Minam), as well as with Cusco Region Government (Gore Cusco), and local governments, in order to strengthen comprehensive and sustainable management of Machu Picchu.
The session —which was also attended by Deputy Minister of Tourism Liz Chirinos; Sernanp Executive President Jose Carlos Nieto; and Mincetur's technical team representatives— provided details on the process of preparing the study and its next steps.
Better destination management
Minister Valencia highlighted the importance of having updated and technically supported information to better manage tourism flows and strengthen Machu Picchu's comprehensive management.
This will help integrate tourism activity with the conservation of its cultural and natural heritage.
The study will analyze visitor flows, territorial conditions, cultural and natural heritage conservation, and the provision of tourism services, in accordance with the 2026-2031 Master Plan for the Machu Picchu Historic Sanctuary-Machu Picchu National Archaeological Park (SHM-PANM).
As part of the first stage, in the coming days, specialists from ARS Progetti SPA will conduct fieldwork in Cusco and Machu Picchu, including tours along the Inca Trail, visits to the Machu Picchu llaqta, and other areas covered by the study.
The process comprises four phases: planning and initiation, diagnosis and baseline assessment, evaluation and modeling, as well as final proposal and implementation. To this end, technical visits, interviews, and participatory workshops will be conducted with officials from various agencies of the National Government and Cusco Region Government (Gore Cusco).
"Thanks to this new study, the Peruvian Government reaffirms its commitment to Machu Picchu's sustainable management, allowing more visitors to discover and enjoy this cultural heritage site of outstanding universal value while protecting its cultural and natural wealth for future generations," Minister Valencia concluded.
