Peru's Health Ministry: Empty syringes are isolated cases, due to human error

The Ministry of Health (Minsa) on Friday reported that the use of empty syringes in some COVID-19 vaccination centers are completely isolated cases and are not due to a vaccine theft system, ruling out that these could end up on a black market as high-security standards are complied with nationwide.

"The people involved in these cases belong to diverse institutions, with no evidence of a link or connection among them; thus, it could be inferred that those are isolated cases," Deputy Public Health Minister Gustavo Rosell expressed.

A few days ago, various videos were broadcast showing that older adults were vaccinated with completely empty syringes. Those deeds were reported to various State-run supervisory bodies.

The people involved were fully identified at the following Lima-based vaccination centers: La Molina Agrarian University, Chanka Stadium, and Campo de Marte.

Calls for calm

During a press conference, the deputy minister called for calm, noting that in all reported cases Minsa authorities made sure that the elderly received the corresponding vaccine dose.

"The dose counting at the beginning of every vaccination day (…) and the final counting, registered in the closing act, enable us to show that the total used doses coincide with the number of vaccinated people," Rosell indicated.

"Therefore, we call on citizens for calm and tranquility because everything shows that the people inoculated during the vaccination days, at the national level, have received the appropriate doses," he added.

The government official said that —based on the conclusions of the investigation carried out by Minsa— the health personnel involved in these cases would have failed to comply with the vaccination protocols.

"That is why the report presented today will be referred to the instances where they work in order to initiate the administrative sanctioning process in accordance with the law," he affirmed.

The deputy minister also said the national strategy for territorial immunization in Peru "offers guarantees to the population that these isolated events will not happen anymore," which —he noted— could be due to the fatigue of health personnel who work for long hours.
