Peru's ERM 2026: What steps remain before the final election results are known?

The 100% vote count for the 2026 Regional and Municipal Elections (ERM) will be reached once electoral records with observations have been reviewed and resolved by the corresponding electoral bodies and then incorporated into the National Office of Electoral Processes' (ONPE) official count.

The fact that a record has been processed does not necessarily mean that its votes have already been added to the official results.

A processed record is one that has reached the counting center and has been entered into the system.

Meanwhile, a counted record is one that contains no errors and whose votes have already been incorporated into the results.

On the other hand, records with observations are those that contain errors or incomplete information and must be reviewed by a Special Electoral Board (JEE) before being incorporated into the count.

What happens to a record with observations?

1. Submission: The Decentralized Office of Electoral Processes (ODPE) separates the records with problems and sends them to the corresponding JEE along with a report.

2. Evaluation and cross-checking: The JEE reviews the record and conducts a cross-check using the available copies. If applicable, it may schedule a vote recount at a public hearing.

3. JEE decision: The Special Electoral Board (JEE) issues a decision on the record with observations.

4. Appeal: If a political party representative disagrees with the decision, they may file an appeal.

5. JNE review: The Plenary of the National Elections Board (JNE) reviews the appeal at a public hearing and issues a final ruling within a maximum period of seven calendar days.

6. Incorporation into the count: Once the record has been resolved, it is returned to the ODPE to be entered into the system and included in the official vote count.

Key dates

The JNE Plenary agreed to require ONPE to deliver all records with observations corresponding to the regional elections to the JEEs by Sunday, October 11, so they can be resolved in a timely manner.

It set October 28 as the deadline for the JEEs to hold public hearings on vote recounts for the regional elections.

The JNE also set November 29 as the date for the 2026 Regional Runoff Election (SER 2026) in constituencies where no ticket obtains at least 30% of the valid votes.

To this end, the corresponding election call will be requested from the President of the Republic in due course.
