By the end of this year the Private Investment Promotion Agency (ProInversión) will receive bids for Groups 2 and 3 of its electric transmission project portfolio—with Group 2 alone representing investments of nearly $ 500 million.
This comes as the agency prepares to take over the direct administration of concession contracts starting in 2026, a function previously handled by government ministries.
“Beginning in 2026, ProInversión will serve as the Peruvian State’s grantor for electric transmission,” stated Emerson Junior Castro Hidalgo, Director of the Special Projects Directorate at ProInversión, during his presentation, “Ongoing Projects for Supply Security,” at the 2nd International Electric Sector Expo (PECIER-FISE 2026).
The official noted that the agency’s electric transmission portfolio exceeds US$ 1 billion.
Group 1 has already been awarded and represents the first contract managed by ProInversión in coordination with the Supervisory Body for Investment in Energy and Mining (Osinergmin).
Group 2 includes 500 kV, 220 kV, and 138 kV transmission links across various regions of the country, while Group 3 involves a 30-year concession—with compensation provided through tariffs—covering projects primarily in Trujillo, Sullana, and Chulucanas. Additionally, Group 4—which represents an investment of nearly $ 150 million and will benefit half a million inhabitants—is expected to be awarded between February and March 2027.
This portfolio will be supplemented by the new Transmission Plan from the Committee for the Economic Operation of the National Interconnected System (COES), with the associated contracts also to be managed by ProInversión. Furthermore, the Ministry of Energy and Mines (Minem) has announced that it will task the agency with a package of hydroelectric power plant projects.
Solar and battery storage projects
Among the new initiatives is a photovoltaic power plant with an investment exceeding $ 250 million. It will be developed under the "projects-on-assets" model—a mechanism that allows for the utilization of land owned by public entities that lack the resources to develop it themselves.
Under this framework, the private investor assumes 100% of the risk, and the project is scheduled to be awarded in the third quarter of 2027.
Castro Hidalgo noted that ProInversión has also received a proposal for battery-based energy storage, utilizing the same model to facilitate private investment on land owned by public entities.
"Some private investment projects involve land belonging to the military or the Peruvian Air Force; in such cases, ProInversión acts as an intermediary," he explained.
Easements and permits: key challenges
The director of ProInversión identified land availability—specifically the management of easements—as a primary challenge in ensuring that electrical transmission projects become operational within the established timelines.
He explained that there is a discrepancy between the compensation values recognized for land acquisition and those for easements, which can create difficulties during negotiations with property owners.
"This creates a complex issue for the market: in one instance, I might pay 10, while right next door, I might pay only 1 for an easement," he pointed out.
He added that the agency will begin evaluating this issue, given its impact on economic proposals and the processes for land acquisition and site clearance.
Another challenge is obtaining permits. In this regard, he noted that most of the projects across the four groups are included in the National Infrastructure Plan—a mechanism that grants automatic access to certain construction, demolition, environmental, and social permits.
He pointed out, however, that many provincial and regional mayors are still unaware of this benefit.
“This approach worked for the Lima airport, which was built within a four-year timeframe,” he highlighted.
Finally, Castro Hidalgo stated that ProInversión plans to award infrastructure projects worth over $ 40 billion by 2030—a figure that includes modifications to concession contracts.
“We will be part of the system through the execution and management of these projects,” he specified.
