Peru: State of emergency officialized in 164 districts due to heavy rains

The Executive Branch has officially enacted the supreme decree declaring a state of emergency in 164 districts across 20 Peruvian provinces due to intense rainfall, for a period of 60 calendar days.

The measure was announced by Prime Minister Gustavo Adrianzen on Wednesday. It is included in Supreme Decree No. 024-2025-PCM, published in the Legal Resolutions bulletin of the Official Gazette El Peruano on Thursday.

The districts where the emergency measure applies are located in Amazonas, Ancash, Apurímac, Arequipa, Ayacucho, Cajamarca, Cusco, Huancavelica, Huanuco, Ica, La Libertad, Lambayeque, Lima, Moquegua, Pasco, Piura, Puno, San Martin, Tacna, Tumbes, and Ucayali regions.

The purpose of the emergency declaration is to execute exceptional, immediate, and necessary measures for response and rehabilitation.

These actions must have a direct causal link between the interventions and the event, and may be modified as needed based on technical studies conducted by the relevant entities, according to the decree.

Additionally, the decree specifies the types of goods that may be donated within the framework of the state of emergency, pursuant to Law No. 30498, which promotes food donations and facilitates the transportation of aid during natural disasters.

The measure also includes services provided free of charge, such as catering, medical services, transportation, and other services that may be required to meet the needs of the affected population.

The supreme decree is signed by President Dina Boluarte and countersigned by Prime Minister Gustavo Adrianzen, along with the ministers of the relevant sectors: Health; Agrarian Development and Irrigation; Education; Housing, Construction, and Sanitation; Transport and Communications; Interior; Defense; Energy and Mines; Women and Vulnerable Populations; Development and Social Inclusion; and Economy and Finance.
