Peru requests clarification from France over treatment of nationals at Paris airport

The Peruvian government has requested clarification from France in order to understand the circumstances regarding a group of Peruvians who were denied entry into the Schengen Area (Europe) via French territory.

Below is the statement issued by the Ministry of Foreign Affairs:

In response to the situation involving a group of Peruvians who were denied entry into the Schengen Area via French territory, the Ministry of Foreign Affairs announced that on Tuesday, August 26, it summoned the Chargé d’Affaires a.i. (acting) of the French Embassy in Peru and reports the following:

1. The Ministry of Foreign Affairs expresses its firm rejection of the treatment of the Peruvian citizens who were held and sent back from Paris’ Charles de Gaulle Airport by French authorities.

2. As soon as the incident became known, the Consulate General of Peru in Paris acted immediately. From the night of August 19 and throughout August 20, it contacted the authorities to verify, case by case, the reasons for the denied entry. At the same time, it provided assistance and guidance through various communication channels to the families, in order to complete the missing documentation that had to be presented at a hearing before an administrative judge on August 23, in accordance with the procedure for entry into the Schengen Area.

3. On August 21, the nationals were unexpectedly forced to board a return flight to Peru, thus preventing them from attending the hearing scheduled for the 23rd, where they would present their case.

4. In response, on the same day, August 21, the Peruvian Consulate expressed its displeasure, requesting clarification regarding the reasons why the Peruvians were prevented from presenting their arguments before the administrative court, and over the inappropriate treatment they allegedly received, having been handcuffed despite not being charged with any crime.

5. On August 22, the Peruvian Ministry of Foreign Affairs, through a verbal note sent to the Embassy of the French Republic in Lima, reiterated its expressed displeasure, supporting the request for clarification.

6. On August 26, the Peruvian Ambassador to France and the Consul General in Paris once again requested clarification from the Director for the Americas of the French Ministry of Foreign Affairs. Similarly, a meeting has been requested with the French Ministry of Interior to resolve questions regarding migration control procedures and to prevent similar situations from occurring in the future with Peruvian nationals.

The Ministry of Foreign Affairs reaffirms its commitment to act with firmness, diligence, and solidarity in defense of the rights of our nationals abroad. It continues to work in a coordinated and sustained manner with our consular network to ensure that each case is addressed promptly and that international standards for dignified treatment are respected for every Peruvian wishing to enter the Schengen Area.
