From its Presidency at the Forum of Environment Ministers of Latin America and the Caribbean, Peru is fostering "an ambitious, inclusive environmental agenda aligned with the region's challenges."
This event is held in the Kenyan capital, Nairobi, from September 1 to 5.
In the
African city, the meeting will review —among other topics— the report on the performance of UNEP programs in 2024, the program's financial situation, the draft medium-term strategy for 2026–2029, and preparations for the 7th session of the United Nations Environment Assembly (UNEA).
During her speech, Tincopa addressed the current state of environmental multilateralism, the Embassy of Peru in Kenya reported in a press release.
The ambassador mentioned that negotiations in key forums face difficulties in reaching a global consensus on urgent and cross-cutting issues, such as the recent deadlock in the negotiations on plastic pollution in Geneva.
In this context, the diplomat noted that regional environmental forums act as catalytic platforms to strengthen trust, build joint positions, and channel solutions that later nourish multilateral spaces.
In this regard, she reaffirmed that Peru, as the current President of the Forum of Environment Ministers of Latin America and the Caribbean, is promoting an ambitious, inclusive environmental agenda aligned with the challenges facing our region.
Decline in contributions
As for UNEP funding, the ambassador expressed concern over the reduction of member states' contributions, which limits the program's capacity to fulfill its mandate.
Regarding the participation of developing countries in the upcoming UNEA, she called for renewed efforts to ensure the participation of two delegates per country, as has been common practice.
Moreover, the diplomat highlighted the importance of analyzing the impact that the UN80 Initiative will have on UNEP's administration and work.
She also noted that this is an opportunity to strengthen international environmental governance, providing UNEP with greater institutional coherence, operational efficiency, and capacity to respond to global challenges.
