President Keiko Fujimori Higuchi oversaw the handover of two state-owned properties to the Ministry of Justice and Human Rights (Minjusdh) today, intended for the construction of two penitentiary facilities in Huacho.

"A very important announcement is being made today. We are handing over the legal titles for the construction of two large prisons—a joint effort. We thank the Housing sector for facilitating this site; it is a very large area, spanning 2,600 hectares," the President stated.

The Head of State noted that the challenge now lies with the Ministry of Justice and Human Rights to ensure that these two new penitentiary facilities are built quickly, efficiently, and with complete security.

"One of our government's objectives is to ensure that order is restored to our prisons. We appreciate the work of the Armed Forces in helping us achieve this goal," she emphasized.

Furthermore, she mentioned the responsibility to ensure that inmates—specifically those who have committed minor offenses, rather than high-risk individuals—undergo rehabilitation and learn trades during their incarceration.

To this aim, there are plans to expand vocational workshops within the prisons.

"The two plots of land being transferred to the Ministry of Justice are quite extensive. Beyond providing a secure environment, the goal is to establish large-scale vocational workshops where inmates can receive training and undergo rehabilitation—with the added benefit that the goods they produce can serve society," added President Fujimori.

The event took place in the district of Ancón and was attended by the Minister of Justice and Human Rights, Ernesto Álvarez; the Minister of Housing, Construction, and Sanitation, Mauricio Arnillas; and the Minister of Defense, Rafael Belaunde.

Likewise, the president of the National Penitentiary Institute (INPE), Abraham Lescano, and the head of the National Superintendency of State Assets, Ángel Manero, were in attendance.
