Peru: President Balcazar highlights enactment of law recognizing CAS workers' rights

The President of the Republic, Jose Maria Balcazar, on Tuesday highlighted the enactment of Law No. 32563, which introduces bonuses for Independence Day and Christmas, as well as Service Time Compensation (CTS), for workers under the Administrative Service Contract (CAS) regime.

The Head of State indicated that regulations for the law would be drafted within 60 days and that they "should not undermine the rights already established" in the law enacted the previous day.

In an interview with Exitosa radio station, the top official said the enactment of Law No. 32563 represents a vindication for the workers covered, noting that the first bill on the matter was introduced in 2021.

"I had long believed that the State, with this CAS system applied nationwide, was setting a very poor example for private employers, because it is understood that the State should not undermine or strip away fundamental rights, nor was such practice seen in the private sector," Balcazar indicated.

He noted that, for that same reason, workers under the CAS regime in the Public Ministry (Prosecutor's Office) and other entities have already been transferred to the regime established by Legislative Decree No. 728, which recognizes their labor rights.

"What mattered was to end that situation of job uncertainty," he said, while underscoring that the State must be the first to respect its workers' rights.

Fight against citizen insecurity

At another point, President Balcazar said that work is underway on the National Citizen Security Plan, with the support of the Peruvian National Police, the Armed Forces, and the use of new technologies.

The top official said that, at the end of his term on July 28, he expects to leave his successor a contribution from the transitional government so that efforts to substantially reduce citizen insecurity can continue.

"That is taking many hours of work. We are working quietly because the results are already visible, and it is declining. There are situations that arise from one day to the next, but that does not mean we have let our guard down. On the contrary, we have a good prime minister and a good interior minister who are fully dedicated to combating this scourge," Balcazar expressed.

In that regard, he reported the recent capture of criminals involved in extortion, which will help reduce the crime wave affecting the country.
