Peru: PCM aims to ensure transparent elections, boost growth, strengthen public security

Prime Minister Denisse Miralles stated that she is assuming the mandate granted by President Jose Maria Balcazar with a strong sense of responsibility, with the aim of leading and ensuring a democratic transition, boosting economic growth with fiscal responsibility, and strengthening public security, placing Peruvian families at the center of government action.

The high-ranking official said the first task of her administration will be to ensure an orderly and transparent democratic transition.

The Cabinet chief indicated that her administration will maintain ongoing coordination with electoral bodies to ensure the necessary resources, absolute neutrality, and full respect for the will of the people.

"The country needs an electoral process that restores confidence and closes this period of political uncertainty," she emphasized on Tuesday night, stressing that institutional stability is key to Peruvians' peace of mind and the revival of opportunities.

On the economic front, the Prime Minister said the government's policy direction will remain firm and unchanged.

She stated that the Council of Ministers will act with clear signals of stability, fiscal responsibility, and respect for the rules that build confidence—essential conditions to protect jobs, attract investment, and sustain growth for the population's benefit.

As another priority objective, she announced the strengthening of public security through closer coordination among the Executive Branch, the Peruvian National Police, the Public Ministry (Prosecutor's Office), the Judiciary, and regional and local governments.

The strategy will prioritize intelligence, planning, and operational capacity in confronting crime, with the aim of restoring peace and security for all Peruvians.

State of emergency

The PCM head reported that, during the first Council of Ministers session, a state of emergency was declared in several districts and provinces of Arequipa, as well as in Ocucaje district, Ica region, due to damage caused by heavy rainfall.

Likewise, the Cabinet approved an extension of the state of emergency in districts and provinces of General Sanchez Cerro and Mariscal Nieto, Moquegua region, due to the imminent risk posed by water contamination.

A state of emergency was also declared in districts across the following regions: Amazonas, Ancash, Arequipa, Cajamarca, Ica, Junin, La Libertad, Lambayeque, Lima, Madre de Dios, Piura, Puno, San Martin, and Tumbes, in response to risks generated by intense rainfall.

Similarly, a state of emergency was declared in Independencia district, Huaraz province, Ancash region, due to the imminent risk of water contamination.

The Cabinet chief noted that 707 districts are currently under a state of emergency, four of which are classified as high-impact damage areas, meaning assistance must be delivered immediately.

These declarations allow for greater budget flexibility and faster intervention mechanisms, ensuring that resources, equipment, and humanitarian assistance reach those most in need more swiftly. 

The Prime Minister also announced that on Wednesday she will travel to Arequipa alongside President Jose Maria Balcazar and the heads of the Ministries of Housing, Construction, and Sanitation; Defense; Transportation and Communications; and Agrarian Development and Irrigation. 

In the afternoon, they will hold a meeting at the National Emergency Operations Center (COEN) to coordinate actions with the most affected regional and local governments.

The PCM head emphasized that authorities will act with a strong sense of urgency in response to the emergency, streamlining procedures for approving states of emergency initiated by local governments and establishing daily monitoring of the situation to ensure a timely and articulated nationwide response.

Finally, the Prime Minister reiterated that she has the support of the Head of State to stay the course and create the conditions required to ensure transparent elections, an effective response to the emergency caused by El Niño phenomenon, and the strengthening of public security for the benefit of all Peruvians.
