Minister of Justice and Human Rights Ernesto Álvarez announced that the administration of President Keiko Fujimori is working to accelerate the construction of prisons. He estimated that the planned maximum-security facility would take approximately one year to build.

“We are currently working with technical teams to find a way to fulfill the President’s mandate: to build a maximum-security prison using a modular approach within one year, as well as another—potentially larger—facility for inmates who have not committed violent crimes. These are two significant challenges,” he stated.

Speaking to the television news program *Panorama*, he noted that in the past, constructing a penitentiary—even under the most efficient circumstances—would take between three and six years due to administrative procedures. Now, however, measures are being taken to expedite the construction process.

In this regard, the Minister of Justice and Human Rights explained that approximately two months would be allocated for the necessary administrative procedures, followed by one year for the actual construction.

The head of the Ministry of Justice and Human Rights (Minjusdh) clarified that the announced prisons would not necessarily be located in Lima; given their security requirements, they would need to be situated far from urban areas.

Regarding the government’s initiatives, Minister Álvarez stated that ongoing construction and expansion projects at various prisons will be completed, with efforts currently underway to address budgetary matters and remove obstacles to these projects.

“There are several prison construction and expansion projects awaiting funding that will be carried out. For instance, in Trujillo, there is the existing ‘El Milagro’ facility, and there is a project to build ‘El Milagro 2’,” he pointed out.
