Peru’s Ministry of Justice and Human Rights issued this Thursday the legal instrument through which makes it possible the request for the extradition of the former first lady Eliane Karp, to the State of Israel, for the alleged crime of money laundering.
The same legal instrument was issued for Avraham 'Avi' Dan On, former head of security of the Government Palace in the government of Alejandro Toledo, to the State of Israel.
These are supreme resolutions 365-2024-JUS and 366-2024-JUS, published today in the Legal Regulations Bulletin of the Official Gazette El Peruano, in accordance with the announcement made the day before by the minister of Justice an Human Rights, Eduardo Arana.
Eliane Karp and Avi Dan On are under investigation in Peru for the Ecoteva case, which also involves former president Alejandro Toledo.
In the case of the former first lady, the resolution specifies that, in addition to Israeli nationality, she also has Peruvian and Belgian nationality.
In the preamble of the supreme resolutions, it is indicated that extradition is only granted by the Executive Branch, after a report from the Supreme Court of Justice of the Republic, in compliance with the law and treaties.
The Permanent Criminal Chamber of the Supreme Court of Justice of the Republic declared the active extradition request of both Karp and Dan On, both formulated by the Ninth Liquidating Criminal Chamber of the Superior Court of Justice of Lima, to be admissible.
It is also noted in the preamble that there is no bilateral extradition treaty between Peru and Israel, so the United Nations Convention against Corruption, signed by both countries, as well as the principle of reciprocity, are applicable.
The devices bear the signature of President Dina Boluarte; the head of the Presidency of the Council of Ministers, Gustavo Adrianzén; and Minister Eduardo Arana.
