Peru: Erick Moreno 'El Monstruo' undergoes medico-legal exam in Arequipa

Erick Moreno Hernandez, alias "El Monstruo," arrived in Arequipa, southern Peru, after the aircraft transporting him from Paraguay to Lima made a technical stopover at Air Wing No. 3.

The aircraft—an Antonov operated by the Peruvian National Police (PNP)—landed at the Air Force terminal in the White City at around 12:50 p.m. to refuel before continuing its flight to the nation's capital.


Earlier, the aircraft made an initial stopover in Cochabamba, Bolivia, before continuing to Arequipa, where it made a second technical stopover.

Moreno Hernandez also underwent a medico-legal examination in Arequipa before continuing his journey to Lima.

Arrest in Paraguay

The arrest of Erick Moreno Hernandez took place on September 24, 2025, in the town of San Roque, San Lorenzo district, Paraguay.

The operation was carried out jointly by Peru's Criminal Investigation Directorate (Dirincri) Organized Crime Division and Paraguay's Organized Crime Directorate.

The following day, identification and preliminary hearings were held, during which he was formally notified of the three extradition requests filed by the Peruvian justice system.

On December 17, 2025, Paraguayan authorities confirmed that Moreno Hernandez was fit to be extradited to Peru, at the request of the Third Preparatory Investigation Court in Northern Lima.

In the final stage of this process, a team from the Public Ministry (Prosecutor's Office)—comprising specialized prosecutors and a medical examiner—traveled to Paraguay to take part in the procedures prior to his handover.

Alias "El Monstruo" is identified as the alleged perpetrator of the kidnapping of businesswoman Jackeline Salazar Flores, which occurred in May 2025 in Lima's Los Olivos district.

He is also accused of multiple extortion cases reported in the capital.

The PNP identified him as the ringleader of the criminal organization known as "Los Injertos del Cono Norte" (The Grafts of the Northern Cone), which is engaged in illicit activities such as kidnappings, extortion rackets, and threats.
