Erick Moreno Hernandez, alias "El Monstruo" (The Monster), will serve his prison sentence at the Callao Naval Base, Justice Minister Walter Martinez confirmed at a press conference Thursday morning.
"Mr. Moreno Hernandez will be transferred to the Callao Naval Base, to the penitentiary facility located there," Martinez stated.
"As for the continuity of hearings, investigations, as well as prosecutorial and judicial proceedings, this is guaranteed through the procedures established by the National Penitentiary Institute (INPE)," he noted.
Likewise, the Cabinet member recalled that the Ministry of Justice and Human Rights filed three extradition requests against the offender for kidnapping, extortion, and criminal organization, as well as to enforce an existing sentence against him for aggravated robbery.
He added that, under the provisions of the Extradition Treaty with Paraguay, a life sentence would not be possible; however, the maximum penalty allowed in Peru—35 years in prison—could still be imposed.
"This falls within the remit of judicial authorities and the outcome of the prosecutorial investigations. Given that he has pending cases with the justice system, the Ministry will proceed to request an expansion of the extradition so that he can be tried for additional offenses," the minister announced.
Furthermore, he recalled that upon Moreno Hernandez's arrival in the country, the Ministry of Justice and Human Rights appointed him a public defender to ensure the continuity of these proceedings "without delays and to prevent any subsequent challenges."

Meanwhile, Deputy Justice Minister Shadia Valdez —who is currently in charge of the National Penitentiary Institute (INPE)— specified that Moreno Hernandez was ordered transferred to the maximum-security detention facility at the Callao Naval Base, as he fully meets the criteria for extreme dangerousness.
"The inmate's admission to the maximum-security detention facility has been ordered due to the extremely serious nature of the crimes committed and for security reasons; there, he will be required to comply with the corresponding custodial regime and treatment," she added.
The former ringleader of the criminal organization "Los Injertos del Cono Norte" (The Grafts of the Northern Cone) already has a prior 32-year prison sentence.
