Peru: Eight political organizations take part in internal elections on March 5

Delegates from two political parties and six regional movements will elect their respective candidates for the 2023 Complementary Municipal Elections today, March 5 —the second and last date of internal elections, under the indirect mode—the National Office of Electoral Processes (ONPE) reported.

Under this form of election, the delegates elected last Sunday, February 26 —by universal, free, voluntary, equal, direct, and secret vote of the affiliates— can go to the polls today to elect their respective candidates.

The election by delegates was selected by the following political parties:

- Alianza para el Progreso
- Frente Popular Agrícola FIA del Perú (FREPAP)
- Movimiento Regional Victoria Amazonense 
- Fuerza Arequipeña
- Movimiento Independiente Regional Huánuco Primero
- Movimiento Independiente Regional Mi Buen Vecino
- Movimiento Regional Unidad Cívica Lima
- Concertación para el Desarrollo Regional – Lima

According to the fact sheet that outlines the process, the voting delegates total 22, for whom a total of 11 polling stations have been arranged, which have been distributed in five polling places.
  
The electoral body organizes this second leg of internal elections through its regional coordination offices (ORC) in Arequipa, Chachapoyas, Huanuco and Huaura, as well as the Electoral Organization and Regional Coordination Management Office (GOECOR).

What are the 2023 complementary municipal elections?

According to the National Office of Electoral Processes (ONPE), this is an electoral process that was called through Supreme Decree 001-2023-PCM after declaring the 2022 municipal elections null in 12 districts across the country, according to Resolution 4204-2022-JNE.

Why were the municipal elections annulled in those 12 districts?

According to Article 36 of Municipal Election Law, three causes were identified:

- Null or blank votes, counted together or separately, exceeded two-thirds of the number of votes cast.
- More than a half of voters were absent from the polling stations.
- The existence of serious irregularities —due to infringement of the law— was confirmed, which modified the results of the voting.
