Peru: Communities lift blockade near Las Bambas mine after agreements with Gov't

Representatives of the Executive Branch, communities from the Ccapacmarca district, and Las Bambas mining company agreed to lift the blockade in the Southern Mining Corridor, after a work meeting held Sunday in Cusco.

According to the minutes of the meeting —held at the educational institution "Señor de Huanca," located in Ccapacmarca, in the province of Chumbivilcas (Cusco region)— the participants signed a number of agreements, including the one to lift the blockade for 45 days.

"The communities of Sayhua, Tahuay, Ccapacmarca and Huascabamba, from the district of Ccapacmarca (Chumbivilcas), as a sign of good faith and trust in the Government, announce that a 45-day truce will be implemented as of today to stop the forceful measure, thus ensuring social peace," the document states.

In addition, the National Government has agreed to coordinate meetings with the Constitutional Court and the Judiciary, together with communities' leaders and their lawyer, legislators from Cusco, and the Regional Government of Cusco, within the framework of the demand to repeal Ministerial Resolution No. 372-2018-MTC.

It should be noted that said resolution reclassifies a number of routes on the Apurimac-Cusco road network as national routes.

Likewise, the Executive Branch undertakes to follow up on the fourth Modification of the Environmental Impact Study (MEIA) of Las Bambas before the National Environmental Certification Service for Sustainable Investments (Senace), to objectively delimit the area of influence (AID) of the mining project.

Moreover, the parties agreed that the Government will issue a ministerial resolution to establish, within a maximum period of 30 days, a specific working group for the communities of Sayhua, Tahuay, Ccapacmarca and Huascabamba, including the participation of the Executive Branch and the mining company.

Meanwhile, another agreement provides that Las Bambas will identify the communities in the district of Ccapacmarca, —through which the Southern Mining Corridor passes— as an area of social and environmental interest, which will imply contributions for the implementation of sustainable development projects.
