Peru and regional countries condemn Tren de Aragua's terrorist violence

At the 55th General Assembly of the Organization of American States (OAS), Peru secured a condemnation of the criminal and terrorist actions by Tren de Aragua in various countries across the region, the Ministry of Foreign Affairs reported.

Peru submitted a Joint Declaration —backed by Argentina, Ecuador, El Salvador, the United States of America, Panama, and Paraguay— urging countries to adopt urgent and concrete measures aimed at combating this transnational criminal threat, including asset freezes, financial intelligence, biometric data use, among others.

The signatory nations also express their full solidarity with the nations and states affected by the intensification of aggression by Tren de Aragua and similar criminal organizations involved in human trafficking; migrant smuggling; widespread extortion of businesses and citizens; illegal money lending; drug trafficking; kidnappings; contract killings; and targeted attacks against government officials, law enforcement, and justice sector officials.

Similarly, these countries encourage OAS member states to consider designating Tren de Aragua as a foreign terrorist organization or to adopt equivalent legal frameworks that will enable greater prosecutorial capacity, asset freezes, and actions by competent authorities.

In addition, they call on states to strengthen legal cooperation and the use of tools such as targeted sanctions, mutual legal assistance, and joint investigations.

Furthermore, they urge member states to share biometric data, financial intelligence, and other relevant information on known or suspected members of Tren de Aragua in order to enhance regional coordination and dismantle the group's cross-border operations.

Moreover, the signatory countries recognize the need to strengthen technical assistance and institutional capacities in affected countries to ensure an effective response.

They reaffirm their commitment to strengthening cooperation among their states at the bilateral, regional, and multilateral levels to combat this threat.

"In that regard, we remain committed to monitoring progress in the fight against transnational organized crime and terrorism, as well as to supporting effective responses within the framework of the Organization of American States," the joint declaration noted.

The document was signed following a meeting held during the 55th Regular Session of the OAS General Assembly. The event took place in Antigua and Barbuda from June 25 to 27.
