Former Minister of Economy and Finance Luis Carranza took over the post again, replacing nearly 30-year veteran of the Washington-based IMF Luis Miguel Valdivieso.
Valdivieso became Economy and Finance minister last July after Carranza's resignation due to personnal reasons.
Both Valdivieso and Carranza are economists who follow what are considered to be market-friendly policies.
President Alan García led the oath ceremony, which was also attended by ministers of the Cabinet, chaired by the president of the Ministers Council, Yehude Simon, congressmen of the Republic and other guests.
The president’s wife Pilar Nores, the first vice president of the Republic of Peru, Luis Giampietri, as well as the chairman of the Congress, Javier Velásquez Quesquén, also attended the ceremony.
Economist Luis Carranza held the portfolio of the Ministry of Economy and Finance (MEF) from July 28, 2006 to July 14, 2008.
On September 27 2008, Carranza Ugarte was appointed Presidential Adviser on economic issues.
During his tenure as minister, Peru obtained three investment degrees granted by the rating agencies Standard and Poor's (July 14, 2008), Fitch Ratings (April 2, 2008) and Dominion Bond Rating Service - DBRS from Canada (October 19, 2007).
Carranza Ugarte studied Economics at the Pontificia Universidad Católica del Perú. He has fulfilled specialization studies in Macroeconomics, Public Economics and Monetary Economics at the University of Minnesota, where he obtained a PhD and a Master in Economics.
Prior to serving as finance minister, Carranza worked at the International Monetary Fund, BBVA Banco Continental del Peru as Economic Studies Manager and at the BBVA Spain as Chief Economist for Latin America and Emerging Markets.
He has developed his professional career working as Vice Minister of Finance in Peru’s Ministry of Economy and Finance and as Board Member at Peru’s Central Reserve Bank.
Carranza has served as professor of the Master in Economics and Finance program at the University of Navarra (Spain) and as professor of Macroeconomics, International Economics and Public Economics courses at the Universidad San Martin de Porres.
Luis Carranza has also published several research works on economic and monetary policy.
