Peru's reconstruction: G2G agreement with UK a great opportunity for Piura entrepreneurs

Authority for Reconstruction with Changes (ARCC) Director Amalia Moreno affirmed that the Government-to-Government (G2G) agreement —signed with the United Kingdom for reconstruction works in Peru— represents a major boost for the private sector, not only because of the implementation of projects but —above all— the transfer of know-how and good practices.

"A great contribution of the agreement is that, in addition to the economic transfer, it will transfer good practices and synergies, which will promote a transparent and honest execution of projects," Moreno said in a virtual conference, which was organized by the Chamber of Commerce and Production of Piura and brought in nearly 80 large and small entrepreneurs from said region. 

The government official remarked that the aim is to make the State and private sector work together so as to get reconstruction off the ground and close gaps, which implies a great commitment, not only of ARCC but of the entire population, in order to contribute to the economic reactivation in the northern region.

Moreno told Piura's entrepreneurs how to participate in the bidding processes for the execution of works, as well as the prequalification and qualification processes.

"A very important aspect includes comprehensiveness and confidentiality criteria, as well as the audited financial statements, so that companies —which are not involved in acts of corruption— can participate," she stated.

According to Moreno, the assessment will test the knowledge and specialty of local professionals who are planning to participate, as well as the companies' experience in organization, execution, and design, among other things.

Also, corruption will be avoided at the time of the assessment because the evaluators are all over the world and there is no possibility that the bidding companies know them.

On the other hand, the ARCC head welcomed the concurrent control carried out by the Comptroller General, both in the reconstruction process and in this Government-to-Government agreement, due to the fact that some adverse situations can be corrected by doing so.
