Peru's President: Executive Branch won't veto bill that repeals Agrarian Promotion Law

The President of the Republic Francisco Sagasti on Friday night affirmed that the Executive Branch will not veto the recently-approved bill which repeals the Agrarian Promotion Law.

In a televised Address to the Nation, the Head of State assured citizens that his administration will seek a means to boost the development of agro-exports, which includes large, medium, and small companies.

"Today, the Congress of the Republic has called for the repeal of Law No. 27360. We will not veto it (its decision). We will continue to dialogue in order to find a means that boosts the development of agro-exports, including large and medium-sized, as well as small companies," he expressed.

"Likewise, we must remove that what hinders the development of a healthy relationship between companies and workers," he added.

Within this framework, the top official said the nation is seeing the outcome of long-standing citizen claims that had not been addressed in years. 

These demands, he affirmed, deserve a response and are emerging at the most difficult time that the country faces in recent decades.

Among them are the legitimate claims made by workers of agro-industrial companies.

"Unfortunately, a sector of employers have not respected or complied with labor standards. This has prompted unfair and unsustainable situations for their workers," he indicated.

In this sense, the statesman asserted that his administration has made the utmost efforts to listen to their complaints and proposed solutions.

In addition, the Peruvian leader mentioned that his administration had summoned high authorities and dignitaries —including the cardinal, the bishop of Ica, the ministers of Agrarian Development (Federico Tenorio) and Labor (Javier Palacios), as well as representatives of the Ombudsman's Office, the National Coordinator for Human Rights, and the Chamber of Commerce of Ica.

This was intended to start a dialogue round with workers in order to find a fair and equitable solution to their labor claims.

Another immediate action was the approval —by the Council of Ministers— and subsequent submission of an urgent bill to modify the agrarian labor regime established in Law No. 27360.

Moreover, the President noted that Minister of Economy and Finance Waldo Mendoza arrived at Congress headquarters on Friday to dialogue with legislators and facilitate an immediate decision on the matter.

"This way, as Government, we reaffirm our political willingness to grant improvements to the working conditions of agricultural workers," he remarked.

President Sagasti also commented that —for several days— workers from agro-industrial companies had blocked roads in the southern and northern areas, which caused enormous damage to the population, particularly to the most vulnerable citizens and those at risk.


"Thus, we will continue to act strictly within the framework of laws and the Constitution in order to restore the trust and hope of all Peruvians," he concluded.

The Address to the Nation was broadcast from the Government Palace in Lima.
