Peru's FA Ministry: Decisions taken by Pedro Castillo constitute a coup d'état

Regarding the joint statement issued by a group of countries on Monday, the Peruvian Ministry of Foreign Affairs stated that the decisions contrary to the constitutional and democratic order taken by ex-President Pedro Castillo Terrones, on December 7, constitute a coup d'état.

"His decision to dissolve the Congress of the Republic and intervene in the Judiciary, the Public Ministry, the Constitutional Court, and the National Board of Justice, among other measures, constitute a coup d'état," the ministry said in a statement on Monday.

According to the government agency, these decisions led Parliament to declare him impeached, within the framework of the strictest adherence to the Political Constitution of Peru, with 101 votes in favor, 6 against, and 10 abstentions.

Thus, then-Vice President Dina Ercilia Boluarte Zegarra assumed the Presidency of the Republic, in accordance with the provisions of Article 115 of the Constitution.

On the other hand, in a statement issued on December 8, the Inter-American Commission on Human Rights (IACHR) recognized the immediate action of Peruvian institutions in defense of democracy in order to avoid the institutional breakdown and reaffirmed that the latter must be protected through the enforcement of the rule of law.

In response to the existing consensus in Peru, President Boluarte submitted a bill to Congress in order to bring general elections forward to April 2024.

In the ministry's statement, the Government of Peru reaffirms its conviction in the importance of respecting the international obligations set forth in the Inter-American System, mainly in the Inter-American Democratic Charter, as well as the decisions that State branches have been adopting to safeguard democratic institutions and the rule of law in the country.

The Peruvian Government reiterates its firm commitment to full respect for the human rights of all people in its territory, including those of ex-President Pedro Castillo, and will persist in safeguarding democratic institutions and the rule of law in the country.
