called on Congress on Thursday to expedite its review of the Executive Branch's request for legislative powers to obtain new tools to combat organized crime.
"We need these powers to designate criminal organizations as hostile groups, as terrorist groups. We need to strengthen the intelligence service because it has lacked operational capacity for several years. We need the Armed Forces and the National Police to act jointly and also take greater control of prisons," she stated.
The Head of State said security requires coordinated efforts among State institutions.
She added that the Executive Branch's proposal also includes expediting procedures for the expulsion of foreigners in irregular immigration status.
"That is why we call on Congress to expedite its review of this request for legislative powers," Fujimori stressed during a press conference with local media in Peru's San Martin region.
When asked about stalled public works, the Head of State said the ministries are conducting technical assessments to identify alternatives that would allow work on them to resume and ensure the necessary resources.
"There are thousands of stalled public works projects nationwide. Each minister is responsible for carrying out the corresponding technical analysis, and the objective is to make these projects viable, unblock them, and ensure their financing, but above all, to make these works a reality," Fujimori said.
Within this framework, the Head of State reaffirmed her Government's commitments to San Martin in education, healthcare, and connectivity.
The top official said the request to upgrade the hospital's level had been received and reiterated her decision to boost the operation of Rioja airport.
These statements were made during President Fujimori's eleventh working trip, when she carried out an agenda focused on supporting small-scale farmers and formalizing rural property ownership.
During the day's activities, the President was accompanied by Agrarian Development and Irrigation Minister Marco Vinelli, San Martin Region Governor Walter Grundel, and local authorities.
Support for small-scale farmers
While in Elias Soplin Vargas district, Rioja province, the President participated in the handover of contracts for the purchase of rice from small-scale producers.
The intervention entails an investment of S/6.1 million (about US$1.8 million) to purchase 2,364 tons of rice from 200 farmers in San Martin.
"This is to help small-scale farmers avoid major losses. Second, this rice will be distributed to families living in poverty and extreme poverty," Fujimori explained.
Likewise, the Head of State highlighted the social reach of this intervention, as well as its impact on both producers and the families who need it most.
"Our goal as a government is to improve the quality of life of all Peruvians, especially those who have been forgotten. And we are aware that you, our dear farming brothers and sisters, have not received the support you needed. You deserve for us to work so that you can live with dignity," she emphasized.
Regarding the implementation of this measure, Minister Vinelli detailed the actions taken by his sector to expedite the procurement process.
"When you assumed the Presidency on July 28 this year and we arrived at the ministry, not a single kilo of rice had yet been purchased. We quickly assessed what was needed, called in the technicians, and immediately ordered the necessary changes," he underscored.
In turn, Elias Soplin Vargas District Mayor Jose Saldana praised the support received and the attention given to his jurisdiction’s needs.
"Thank you, Madam President of the Republic, for taking our most vulnerable population into account, as we have a significant percentage of poor families in our district," he expressed.
Property titles
As part of the same activity, the President also led the symbolic handover of property titles, involving a total of 8,000 rural property documents for agricultural producers from San Martin’s 10 provinces.
This formalization will legally establish possession of the properties and provide greater legal certainty to rural families.
"A property title will not only allow you to access credit, but, more importantly, it will allow your children to have legally recognized property," Fujimori indicated.
"These are lands where, year after year, you plant crops with your own hands, through hard work and by risking your capital, but with the hope of a good harvest that will allow you to build a better future for yourselves and your families," she added.
The Head of State noted that both actions are part of the commitments made during the election campaign.
Similarly, the top official reaffirmed that she will continue traveling around the country to verify their fulfillment.
As part of this joint effort, San Martin Region Governor Walter Grundel Jimenez voiced his willingness to maintain ongoing coordination with the Executive Branch for the benefit of the population.
"I am sure that your administration will succeed, Madam President, that it will be a good Government, and that we will support you. We will work for the development of our region and the country," he expressed.
