Peru President: Justice system modernization to generate incorruptible system

The justice system reform —framed in the construction of an effective, efficient, and timely justice, but above all, one that is transparent and at the service of citizens— has been and is a priority for my Government, President Martin Vizcarra emphasized on Wednesday.

The Head of State said one of his administration's commitment —since he took office in March 2018— has been precisely to lead a transformation process aimed at streamlining the justice system, shortening the procedures, relying on better-prepared judges, and increasing the number of professionals in the sector.

This way, the digital State's transformation is a fundamental pillar and a useful tool in the justice system modernization process.

As the top official noted, in order to make this goal viable, financing the "Improving the Performance of Non-Criminal Justice Services Project" was prioritized through a World Bank-granted loan of US$85 million —an amount which will enable the Government to fulfill part of this commitment.

"With the implementation of the Judicial Electronic File, we will modernize our justice administration system by optimizing its efficiency and improving access as well as a timely user attention. Above all, we will direct the process to achieve a more transparent and effective justice system," he remarked.

Top official stressed that this program will improve efficiency, as it will be implemented transversely in the various justice administration system organizations such as: The Judicial Branch, Justice Ministry, Academy of Magistrates (AMAG), National Justice Board (JNJ), and Constitutional Court (TC).

"Therefore, we will face —in a sustainable, organic, and systemic way— a historical problem of our justice system. Thus, we hope to leave the paper justice behind and reach the (Independence) Bicentennial with an effective, timely, transparent, efficient, and incorruptible (justice system) administration," he said.

The total cost of implementing the Judicial Electronic File is US$158 million, of which US$85 million will be financed by the World Bank through a loan from the International Bank for Reconstruction and Development (IBRD). The Peruvian Government —as borrower— will make available US$73 million as counterpart funds. 


The ceremony took place at the Government Palace in Lima.
