The Chamber of Deputies' Constitution Committee approved a bill granting the Executive Branch legislative powers for 90 days, exclusively on matters of citizen security and El Niño phenomenon.
The substitute text—promoted by four parliamentary groups (Good Governance Party, Popular Renewal, Civic Works Party, and Now Nation)—received 13 votes in favor (some of them with reservations from Popular Force Party deputies), 5 against, and 2 abstentions.
"Following broad consensus, the Chamber of Deputies' Constitution Committee approved the bill granting the Executive Branch legislative powers for 90 days on matters of citizen security and in response to El Niño phenomenon," the Congress of the Republic said on X.
Following approval of the legislative proposal, Constitution Committee Chair Giannina Avendaño (Together for Peru Party) urged the Senate to respect the bill's content in its entirety, in line with statements made by some deputies during the debate.
During the debate, members of the four parliamentary groups that proposed the substitute text highlighted the work of lawmakers and their technical teams in reaching this consensus proposal.
The document comprises 5 points on citizen security and 15 on El Niño phenomenon.
The debate and vote took place after a recess of more than an hour, requested by some lawmakers to allow the substitute text to be reviewed before being voted on.
Additionally, during the session's first part, the preliminary draft prepared by the Constitution Committee chair, which proposed shelving the Executive Branch's request for legislative powers, was rejected by a majority vote.
