Peru: Alberto Otarola becomes new Prime Minister

Luis Alberto Otarola Peñaranda was on Wednesday sworn in as new President of the Council of Ministers (Prime Minister) in a ceremony held at the Government Palace in Lima.

The swearing-in ceremony, which was led by the President of the Republic Dina Boluarte, took place in the Eulogio Elespuru Room.

The new holder of the Presidency of the Council of Ministers (PCM) served as Defense Minister on two occasions —from December 11, 2011, to May 10, 2012, and from December 10 to 21, 2022.

Similarly, he was Deputy Internal Order Minister at the Ministry of Interior from August 4 to December 10, 2011.

Furthermore, Otarola Peñaranda served as Executive-President of the National Commission for Development and Life without Drugs (DEVIDA).

Based on his experience, he has been in charge of leading important action groups, such as the Armed Forces and the National Police of Peru, as well as financial and logistic systems of the ministries and public agencies to which he rendered services.

Besides, he served as a full member (2017-2022) and vice-chairman (2020-2021) of the United Nations International Narcotics Control Board.

The current Ministerial Cabinet chief is a constitutional lawyer with postgraduate studies in Political Science and Government.

He graduated from Universidad de San Martin de Porres (University of San Martin de Porres) in Lima.

He also graduated from the Master's in Political Science and Government, with mention in Public Policy and Public Management from Pontificia Universidad Catolica del Peru (Pontifical Catholic University of Peru), as well as completed the Interdisciplinary Specialization Course on Human Rights of the Inter-American Institute of Human Rights in Costa Rica.

Otarola Peñaranda, 55, is a professor specialized in Constitutional Law; Labor Law and Political Science; Conflict Resolution and Fundamental Rights.

In addition, he was a professor at the Academy of Magistracy and various prestigious universities.
