The Lima North Provincial Prosecutor's Office Specialized in Human Trafficking Offenses secured a 14-month preventive detention order against Vidal L., who is under investigation for the alleged aggravated crime of human trafficking against a Peruvian citizen in Lima’s San Martin de Porres district.
Provincial Prosecutor Luisa Quispe told the court that the person under investigation allegedly recruited the victim and facilitated his international transfer to the Russian Federation between March and April 2026.
He allegedly told the victim he would receive a monthly salary of US$2,600 and that the migration process would be free of charge.
After arriving in Russia, undergoing medical examinations to join that country’s military service, signing a contract in Russian, and receiving a card to which US$26,000 was to be deposited, the Peruvian victim contacted his family to reveal his situation.
This prompted his sister to report the matter to the Prosecutor's Office.
The provincial prosecutor then launched an investigation. She subsequently requested and obtained a court order authorizing a search and the suspect’s preliminary detention.
The suspect was arrested at his home on September 7, 2026, in Lima's Ate district.
Various items were seized and are currently being examined and analyzed to help clarify the facts.
The provincial prosecutor presented as supporting evidence the complaint filed with the Prosecutor's Office, the police report, witness statements, phone and video footage reviews, and inquiries with the National Superintendence of Migrations and the Supervisory Agency for Private Investment in Telecommunications (Osiptel), among others.
It is worth noting that the NGO Aerial Recovery provided logistical and social support during the search and preliminary investigation.
