Prime Minister Walter Martos on Wednesday affirmed that the 2021 General Budget Bill —presented to Congress— has a social and human development approach.

"This is the Bicentennial budget, and we must join forces so that no one is left behind," he said in his presentation at Parliament's plenary session.

Said budget, he added, is marked by a preventive and rights-based approach that takes into account the need to avoid further infections, provide optimal care for those sick, and assist the vulnerable population, such as children, teenagers, women, the elderly, disabled people, those deprived of their liberty, indigenous peoples, Afro-Peruvians and, particularly, those living in poverty.

"The approval of the budget we propose will send a clear message that the Executive Branch and Congress put people first," the Cabinet chief pointed out.

The high-ranking official recalled that the COVID-19 pandemic has revealed the country's significant shortcomings —which have not been addressed for a long time— and has exposed the material, physiological, social, recognition and self-fulfillment needs.

"It (the pandemic) has given us a clear and sharp picture of the current situation in all aspects. If we do not take an honest look at this picture and do not become aware of it, we will not be able to redirect our efforts towards the priority aspects that the country needs for its development," he expressed.
