Peru: These are the four new ministers who join Adrianzen's Cabinet

Four new State ministers have joined the Ministerial Cabinet chaired by Prime Minister Gustavo Adrianzen in the following sectors: Foreign Affairs; Foreign Trade and Tourism; Housing, Construction, and Sanitation; and Culture.

The new ministers were sworn in by President Dina Boluarte in a ceremony held at the Government Palace in Lima on Tuesday afternoon.

Foreign Affairs

Elmer Jose Schialer Salcedo assumed the Foreign Affairs portfolio, replacing Javier Gonzalez-Olaechea Franco in the post.

Schialer Salcedo is an Ambassador in the Diplomatic Service of the Republic, with over 40 years of experience.

He held the position of Executive Director of the Peru-Ecuador Binational Plan, to which he was appointed on March 10, 2024.

Similarly, he served as Secretary General of the Foreign Affairs Ministry and represented Peru at the Embassy in Germany.

He also held the position of General Director of the Andean Community, among other important roles.

Foreign Trade and Tourism

Ursula Leon Chempen is the new Minister of Foreign Trade and Tourism, replacing Elizabeth Galdo Marin in the Executive Branch.

Leon Chempen is a lawyer specializing in public administration, with more than 27 years of experience in the Peruvian public sector.

She has served as Deputy Minister of Justice, Fisheries and Aquaculture.

Leon Chempen has also held various managerial, executive, advisory, and leadership positions in the following sectors: Health, Education, and at the Presidency of the Council of Ministers (PCM), where she served as Secretary General.

Housing, Construction, and Sanitation

Durich Whittembury Talledo is Minister of Housing, Construction, and Sanitation.

He succeeds Hania Perez de Cuellar Lubienska, who had been part of the Ministerial Cabinet since President Boluarte assumed duties.

Previously, Whittembury Talledo served as Planning and Budget Manager at the Municipality of Surco in the city of Lima, and General Secretary at the Ministry of Housing, Construction, and Sanitation.

Culture

Fabricio Valencia Gibaja, a lawyer by profession, will lead the Ministry of Culture as a State minister. He replaces Leslie Urteaga Peña in the position.

Valencia Gibaja has been Chief of Cultural Heritage at Hereditas Consultores and Head of the Legal Advisory Office at the National Institute of Culture (2010-2012).

He holds an international postgraduate degree in Heritage and Sustainable Tourism. He also earned a master's degree in Museology and Cultural Management from Ricardo Palma University in Peru.
