According to investigations conducted by Provincial Prosecutor Eneida Aguilar, supported by deputy prosecutors and administrative staff, Ugarte was a member of the Huallaga Regional Committee from March to November 2007.
During that period, he first took part in a terrorist ambush in the Churuyacu area, Marañon province, Huanuco.
There, together with an armed group, he opened fire on five police agents and a civilian, killing them on April 12 of said year.
The trial established that, on June 14, 2007, he took part in a Shining Path assault group that attacked a police vehicle, resulting in the deaths of three police agents and prosecutor Arturo Artemio Campos of the Tocache Provincial Mixed Prosecutor's Office.
The attack took place at kilometer 21 of the Fernando Belaunde Terry Highway in San Martin.
The sentence issued by the Second National Collegiate Criminal Court also includes the payment of S/500,000 (about US$147,928) in civil damages to the Peruvian State, as well as a four-year disqualification from holding public office and a 120-day fine.
Following the ruling, the specialized subsystem for human rights and counterterrorism reaffirms its commitment to investigating crimes that disrupt public peace, as well as the constitutional and democratic order nationwide, the Public Ministry said.
