, to assess the country's main risk scenarios and learn about the military operations and actions carried out by the Armed Forces in fulfilling their strategic roles.
The Head of State was accompanied by Ministers Rafael Belaunde (Defense) and Marco Vinelli (Agrarian Development-Irrigation) on this occasion.
The event was held at the Armed Forces Joint Command Post in Lima on Tuesday evening.
Within this framework, the CCFFAA chief presented an overview of the main threats facing various areas of the national territory and the capabilities available to address potential emergency scenarios associated with El Niño phenomenon.
He explained the mission, organization, and operational capabilities of the Armed Forces Joint Command and the Operational and Special Commands, which are responsible for conducting joint military operations and actions in their respective areas of responsibility, integrating the capabilities of the Army, Navy, and Air Force.
General Briceño also reported on the deployment of the Armed Forces in support of the Peruvian National Police and other state institutions, within the current legal framework, mainly in areas facing threats linked to transnational organized crime, illegal mining, drug trafficking, terrorism, and other illicit activities that affect the population’s security, development, and well-being.
Strengthening the State's presence
As part of the meeting, the commanders of the Operational and Special Commands provided updates online on the situation in their respective areas of responsibility, ongoing military operations and actions, the results achieved, and the main challenges they face in Peru’s different scenarios.
Among the issues addressed were the operations carried out in the areas under the Putumayo and Mariscal Ramon Castilla Unified Command (Cupuma), the Pataz Unified Command (Cupaz), the Valley of Apurimac, Ene, and Mantaro Rivers (Vraem), and Madre de Dios.
In these areas, the Armed Forces maintain a deployment aimed at strengthening the Peruvian State's presence and helping to confront organizations linked to illicit economies.
Particular attention was paid to the situation in the Peruvian Amazon, where the Armed Forces, in coordination with the National Police, the Public Ministry (Prosecutor's Office), and the relevant authorities, participate in operations aimed at neutralizing infrastructure, logistical assets, and resources used by organizations engaged in illegal mining and other illicit activities.
These activities affect ecosystems, community safety, and the national heritage.
Likewise, the actions being carried out in northern Peru against criminal organizations linked to extortion, contract killings, and the illicit trafficking of weapons and explosives, among other crimes affecting security and internal order, were assessed.
Emergency response capabilities
President Fujimori also received information on the Armed Forces' capabilities to respond to emergencies and disasters within the framework of the National Disaster Risk Management System, as well as the planning, preparedness, and coordination measures adopted in response to the potential effects of El Niño phenomenon.
The meeting enabled a comprehensive assessment of the scenarios requiring the Armed Forces' participation and helped strengthen coordination among government sectors and institutions to protect the population, address threats to national security, and consolidate the State's effective presence across the territory.
The Armed Forces Joint Command maintains responsibility for the planning, preparation, coordination, and conduct of joint military operations and actions, integrating the capabilities of the Army, Navy, and Air Force to safeguard independence, sovereignty, and territorial integrity, as well as to participate in maintaining internal order.
Moreover, it seeks to contribute to disaster risk management and national development, in fulfillment of the strategic roles assigned to the Armed Forces.
